“One-Stop Shop” for Program Management (for CSEPP)
Since 1993, IEM has provided technical program integration services to the 10 states and 40+ counties making up the Chemical Stockpile Emergency Preparedness Program (CSEPP), a $2.7 billion program jointly managed by FEMA and the U.S. Army. IEM’s technical and administrative support has contributed to CSEPP’s recognition as one of the most highly effective risk-based programs in existence. IEM has conducted risk assessments and systems analyses, developed response plans, and performed quantitative assessment of risk reduction associated with protective actions, including evacuation v. sheltering in place. Additionally, we have analyzed the existing management structures and developed organizational strategies for improving performance during an emergency. Underlying all of IEM’s work is the use of quantitative performance measures to improve the cost-effectiveness of preparing and protecting the public, the quality of work done by state and local governments, and overall FEMA program management.

For the Westinghouse, Anniston Chemical Agent Demilitarization Facility, IEM provides the specification, selection, purchasing, installation, and maintenance of mission-essential hardware, software, and the wide area network which supports hundreds of users in multiple states. In addition to day-to-day IT work, IEM’s efforts support processes such as correspondence control, Request for Action logs, submittal registers, fiscal year planning, and the Earned Value Management System (EVMS).

IEM increases organizational capacity by supplying seasoned professionals in areas of project management and leadership, software engineering and development, systems and network engineering, and testing and accreditation services. We also have special subject matter experts in areas that complement many scientific and technological areas, such as open systems architecture, geospatial technologies, modeling and simulation, psychology, meteorology, and chemical/biological science.

Analysis of Alternatives

IEM maintains an extensive professional research library, giving us the ability to rapidly collect, disseminate, and review applicable government and military related subject material. We use both internal and external assets and procedures for rapidly reviewing and absorbing information provided by functional, operational, and materiel requirements documents, as well new data, tactics, methods, and innovations derived from the experience of ongoing operations. IEM has developed budget and program objective memoranda (POM), helping government agencies quantitatively estimate the utility and cost-effectiveness of a product, system, or activity currently deployed or planned.

Equipment Testing & Evaluation

IEM understands the value in reducing acquisition cycle time and operational risk, without jeopardizing maximum system or product performance. Our testing and analysis services encompass all types of quality assurance, including independent verification and validation (IV&V) testing, operational stress testing, and government acceptance testing. IEM maintains a separate technical division dedicated to business process analysis and quality assurance and, in conformance with industry best practices, all IEM test activities are overseen by dedicated, experienced testers—not personnel from other disciplines wearing a second hat.

We apply domain knowledge, well-established methodologies, and relevant resources to help identify, prioritize, and solve programmatic problems.
