Port of Los Angeles Port Security Grant Application Support

The Port of Los Angeles is the nation's busiest container port, handling over 43% of US containerized cargo. In addition to containers, the Port has major facilities for cruise ships and passenger ferries, as well as bulk liquid hazardous materials and petroleum products.

IEM is currently assisting the Port of Los Angeles with the Department of Homeland Security (DHS) Port Security Grant Program (PSGP). Assistance includes reviews of current security measures and effectiveness assessments. These reviews will lead to the development of Security Enhancement Project designs that support a Five-Year Security Infrastructure Development and Resources Alignment Plan.

Support resulted in millions of PSGP funds.

For the past three years, IEM has helped the Port obtain more than $22 million in PSGP funding for its security enhancement projects. In 2007, the Port was awarded $6.5 million of the $6.9 million requested—the highest percentage (95%) of award vs. request among all applicants. The project plans will guide the design, procurement, and phased installation of surveillance systems, access control, communications, and other strategies to secure the Port's infrastructure.

Risk-based assessments drive allocation decisions.

Reducing the potential threat from improvised explosive devices (IEDs) is a Port priority. The IEM security team includes explosives expertise to effectively identify areas of vulnerability for this threat and mitigation options. With IEM's knowledge of risk-based assessments, Port decision makers will be able to make resource allocations that will have the most impact on prevention and protection from potential IED attacks and other threats.
