Managing Risk in a Complex World

Homeland Security and Emergency Management

Demonstrated Success:

  • IEM is currently providing risk management/mitigation strategy (RM/M) and trade resumption/resiliency (TR/R) planning support to the ports of San Diego and Fourchon, LA.
  • IEM has completed similar RM/M and TR/R projects for the ports of Charleston, Louisville, Pittsburgh, San Francisco Bay Region, Southwest Louisiana, and St. Louis.
  • IEM has a proven track record of success for our clients — Pittsburgh and St. Louis were the first to have their final TR/R plans approved by FEMA. Pittsburgh and Southeast Louisiana were among the first to earn FEMA approval for their final RM/M plans.
  • IEM assisted the Port of Los Angeles with the DHS Port Security Grant Program (PSGP) for 2005, 2006, and 2007 and California Proposition 1B, helping the port obtain more than $22 million in PSGP funding for its security enhancement projects. IEM also assisted the port in applying the funds most effectively based on risk reduction.
  • IEM assisted the Port of Lake Charles, LA, with two successful Federal grant applications to enhance physical security measures and for development and exercising of a physical security plan. IEM worked with the Port to conduct a three-phased project that included a facility security survey, a vulnerability assessment, and a mitigation assessment.
  • IEM assisted the Plaquemines Port Harbor and Terminal District, LA, in a successful grant application to enhance the physical security of the Port.  We also helped develop a security plan which culminated in an exercise that tested the strength of the new plan.
