Our Quantitative Emergency Management, or QEM®, describes both a specialized set of simulation tools developed by IEM as well as our overarching commitment to place risk management on a solid, scientific foundation. QEM® models the behavior of a particular hazard or event, the emergency response system in place, and the social behavior of the population during a response. With this information QEM® can calculate the risk and the impact of various protection strategies on reducing that risk.
